Q Are there any plans to improve the intersection of Camden Avenue and Branham Lane onto Highway 85? No matter which way you are going in the morning, it is very painful to get through. The main problem seems to stem from the metering light which backs up traffic on Branham and Camden.

A Camden takes center stage today, and the news is mixed. First, the encouraging part.

The city is working with Caltrans on a test project to interconnect and coordinate operations of the ramp meter with traffic lights on nearby streets. City engineers say it will be the first of its kind in Northern California and testing should occur in about a year. The two agencies will also be doing this at Highway 87 and Taylor Street.

Now, the not-so-encouraging news.

Q I have driven Camden Avenue since 1964 and the flow of traffic has declined steadily and is the worst anywhere on the south side of San Jose. The posted speed limit of 40 mph is laughable. The average speed is about 16-18 mph due to the consistent lack of synchronized signals that favors cross traffic, particularly from McAbee Road to Merrill. So who is the great and powerful traffic Oz that we need to see to change the signal policy on Camden so that through traffic has priority? I am sure this is one of the reasons Almaden Expressway is overloaded.

A I turned to Maureen-the-Traffic-Fixer, who took a long look and said this:

"The goal of traffic signal coordination is to establish platoons or tight groups of vehicles that can move easily from one intersection through another without stopping. When signals are spaced too far apart, traffic may not form these platoons, thereby undermining the effectiveness of signal coordination. Due to the distance between the signals along Camden from McAbee to Guadalupe Mines, the signals on this segment on Camden are not coordinated.

"That being said, Camden is considered the main street and the lights there rest in green unless there are vehicles or pedestrian demand from the side street.

"A portion of Camden from Blossom Hill to Merrill Loop is coordinated from 11 a.m. to 1:30 p.m. and from 4 p.m. to 6 p.m. and was re-timed on August of 2011."

Q Why are there two merge lanes coming onto 85 north at Camden? Traffic always backs up there because one of the lanes is forced to merge where the lane joins 85. Seems to me that the two lanes could merge into one before they enter the freeway like most onramps.

A There are two merge lanes because traffic is so heavy at the Camden onramp when the meter is operating. Caltrans says without two lanes, drivers using the merge lane between Camden and Union would cut off ramp traffic and add to the delays at Camden.

Q I need to vent a little. I work in Belmont. After work each day, I take the Highway 101 north onramp from Ralston Avenue. That ramp has a regular lane and a diamond lane that are metered. Every day I count at least three to four cheaters blowing past the rest of us who are playing by the rules in the diamond lane. Let's say at a minimum, it's just three per day that are in violation. For just that one ramp at that time of day for the duration of five minutes if that, it could generate $297,180 annually in fines based on the $381 fine.

I'm not looking to stick it to people, but it bugs the hell out of me. Would it be possible to put a CHP cruiser there? I feel better now.

Q Everyone is patting themselves on the back because the Bay Bridge opened a day ahead of schedule after the recent closing. Have we really lost sight of the fact that the earthquake that damaged it was almost 23 YEARS ago! It has taken more than two decades to get going on this!
